A well made 4ft concrete mini ramp with hips. A perfectly acceptable use of presumably a small budget for a skatepark.

Plenty of flatground for games of SKATE too. It's a shame the flat bars aren't better though. You'd probably get away with a bit of DIY here if you were local. Build yourself a ledge or a curb. - Cementurian
